Three quarters of results and a hat-trick of disappointments — Walmart U.S. again failed to achieve its guidance of flat comps in Q3, reporting a decline of 0.3%. This was not entirely unexpected as an already fragile consumer environment has not been helped by the government shutdown.

Walmart will offer customers free layaway with no opening fee for the holidays.

Bentonville, Ark. -- Walmart will offer customers free layaway with no opening fee for the holidays. The program will run Sept. 13 through Dec. 13, but the chain’s Facebook fans will have a two-day head start this year with access to layaway on Sept. 11 and Sept. 12.

Eligible layaway items include electronics, toys, jewelry, small appliances and select sporting goods. And new in 2013 are infant toys and automotive electronics such as speakers and stereos.

Sears Holdings Corp. said Wednesday that its namesake and Kmart stores will offer ship-to-home delivery for items purchased through online layaway.

Hoffman Estates, Ill. -- Sears Holdings Corp. said Wednesday that its namesake and Kmart stores will offer ship-to-home delivery for items purchased through online layaway.

The new service, which comes at a time when many major retailers are amping up shopper-centric programs for the holiday selling season, is also available on store kiosks, said Sears, enabling customers to bypass the layaway line and select, purchase and have items delivered directly to their homes.

Both retailers will launch the service on Nov. 7.

Kmart’s program will run through Nov. 17, but Sears Holdings had yet to set a timeframe for its namesake stores.

In the past, Kmart and Sears have charged $5 for an eight-week layaway contract and $10 for the 12-week program.

The retailer will also remove its minimum purchase requirement, and customers have until Dec. 16 to pick up orders.

Year-round layaway programs will continue, but will have the customary $5 service fee attached.

Wal-Mart Stores said it has lowered its holiday layaway fee from $15 to $5, saying that the move is in response to customer feedback.

Customers may begin to open layaway accounts under the new fee arrangement on Sept. 15, and it runs through Dec. 14.

According to Duncan Mac Naughton, chief merchandising and marketing officer, Walmart U.S., “this is a direct response to feedback we received since announcing this year's Holiday Layaway program. [It] makes Walmart more competitive in the marketplace.”

The chain’s "Christmas Price Guarantee" will apply to good purchased Walmart stores in the United States from Nov. 1 to Dec. 25. Bentonville, Ark. -- Wal-Mart Stores will introduce a holiday layaway plan effective Oct. 17 through Dec. 16. The program has a minimum layaway purchase of $50, and requires a 10% down payment. If the program is successful, Wal-Mart said it may extend it throughout the year.

When Wal-Mart phased out its previous layaway offer in September 2006, such programs had fallen out of popularity. But Sears and some merchants brought back layaways as the recession cut into spending.
